What is Rejected Stores
  • Material supplied but not accepted are
    categorised as rejected stores.
  • These materials are kept in Rejected Register
    till their clearance.
  • These stores are separately kept to make a
    difference from the same category of normal
    stores. There are various reasons for creation of
    rejected stores.

Reasons for Generation of Rejected Stores
  • Defective cannot be accepted. Materials
    supplied are not according to specifications.
  • Defective but can be accepted on price reduction.
  • Defective but can be accepted after modifications.

  • Rejection due to leakage or breakage
  • Rejection due to fault on the part of supplier.
  • Rejection due to any other reason for which
    supplier is not at fault.
  • Rejection due to belated delivery.

Rejected Stores A Matter Of Concern
  • The rejected stores are really a matter of
    concern for the Railways. Unnecessarily
    these stores are lying in depots, occupying space
    and manpower to watch them. Very old cases of
    rejected stores are pending for disposal in
    different depots of Indian Railways mainly
    because of-

  • Present system of disposal of rejected stores is
    not satisfactory and is very lengthy.
  • Lack of interest to dispose the pending case on
    the part of concerned staff/ authority.
  • No stern action against the firm at fault.
  • In case of monopoly items firms shows reluctance
    for rejected stores.
  • In case of advance payment of supply the firms
    pay fewer attention.

Dealing with Firm
  • As per instant rules, Firms are required to
    arrange collection of these stores within 14 days
    from date of Rejection Memo failing which Railway
    responsibility will cease.
  • After 14 days such stores will remain at
    suppliers entire risk and if not removed before
    a further period of 7 days, the Railways shall
    have right to dispose of such stores as deemed
    fit at the suppliers entire risk and also to
    recover ground rent from the firm as admissible.

  • Freight charges to be recovered from the firm for
    rejected stores.
  • Testing charges, if any shall also be recovered
    from the firm.
  • Handling/ Labour charges are required to be made
    from the firm for the quantity rejected.

  • Departmental charges shall also be recovered from
    the firm.
  • Incidental charges for the rejected quantity of
    stores should also be recovered from the firm.
  • Lastly value of rejected quantity is to be
    recovered from the firm.

REMEDIES FOR REJECTED STORES
  • Orders should be placed in which specification of
    material must be clear and practical.
  • Stern action should be taken against the firm on
    fault.
  • Easy processing of pending cases.
  • More powers should be given to authorities for
    quicker disposal of cases.
