  • Notice of Award for Contract Package A1, A2 and B
    was issued to contractor last 12 May 2008.
    Contract was signed between LRTA and JV
    DMCI/First Balfour last 16 May 2008. Notice to
    Proceed (NTP) issued on 28 May 2008.
  • Ceremonial unveiling of marker was held on 12
    June 2008 for the commencement of the
    construction phase of the project.
  • On-going bidding process for the
    Electro-Mechanical components (Package C)
  • A walk-through was held on 09 July 2008 in the
    vicinity of the Monumento Station. This activity
    was arranged for the LRTA Administrator to brief
    the public on the scope of the project. Media
    coverage was given to the event.
  • Multi-Year Obligation Authority (MYOA) in the
    amount of Php 3,993,500.00 was issued by DBM on
    05 August 2008 to DOTC to cover the requirements
    for FY 2009 for LRT Line 1 North Extension
    Project as approved by ICC/NEDA Board.

  • On-going with actual accomplishment of 27.208
    as against 41.070, a slippage of 13.862.
  • (Per PNR PIO Monthly Progress Report of 31
    July 2008 submitted to DOTC on 18 June 2008).
  • 2,000 pcs of 37 kg/m x 20 m reusable rails
    intended for the project and 212 pcs of brand new
    37 kg/m x 20 m rails imported by the civil works
    contractor and also intended for the project were
    subject of garnishment by order of Regional Trial
    Court, Branch 125 Caloocan City will have great
    impact on the project.
  • DOTC endorsed to NEDA PNR's request for the
    additional US 15 Million requirement of the
    project to cover the cost of 2000 pcs of 20m
    rails and one (1) train set.
  • PROBLEMS
  • On the confiscation of rails, the issue at
    hand is being brought to the court. The temporary
    restraining order being sought by PNR was denied
    by the court.

  • As of 30 June, actual accomplishment is 9.867
    with a slippage of 37.476.
  • - Embankment works in Caloocan to Malolos
    segment, approximately 1.70 kms., now on the 6th
    layer.
  • - Test piles intended for the 3.80 kms.
    Valenzuela segment were already subjected to load
    test,
  • - Jet grouting pile 400 meter trial section
    in Guiguinto 438 pcs. With average depth of
    12.75 meter,
  • Project designed have progressed significantly
  • - approval of construction drawings for
    22.07 kms. of embankment and retaining wall,
  • - designs for remaining 10.058 kms. of works
    pertaining to road crossings, stations, bridges
    and viaducts are currently on third revision.

    for the Project under a loan agreement signed
    last 15 January 2007.
  • Northrail is currently working on the conceptual
    design of having the tracks on piled slab instead
    of embankment and viaduct.
  • The National Housing Authority (NHA) is expected
    to commence on the relocation activities in
    August 2008.
  • Northrail already completed the ROW boundary
    survey, topographic survey with aerial
    photogrammetry for final delineation of the ROW
    and the affected structures for demolition.

IDENTIFIED PROBLEM/S
Construction of Extensive Viaduct, Resulting to
increase in Project Cost
Several rivers and water channels, swampy areas
and soft soil conditions may require construction
of extensive viaduct structures which may
increase Project Cost.
Road crossing and Utilities Problem
Several road crossing may be closed during
construction and during operation. Several
utilities crossing the ROW will also be affected
by the project.
Depot location
Location of Northrail Maintenance Depot, Cargo
Handling Facilities and Train Station inside
Clark and the airport Link to the DMIA.

    Corporation and DOTC for Build Gradual Transfer
    Operate Maintain (BGTOM) MRT 7 was held last 18
    June 2008.
  • Universal LRT Corporation to seek financial
    closure within 18 months from start of signing of
    BGTOM MRT 7 concession agreement.
  • DOTC MRT 7 PMO is currently conducting its
    initial coordination works with various
    government agencies specifically the LGU, DPWH,
    MMDA and various Utility Companies to determine
    the necessary requirements in securing
    pre-construction permits/clearances i.e.,
    excavation and building permits, traffic
    clearance, environmental compliance certificate
    (ECC), utility relocation/restoration agreements,
    etc.

  • In a letter beyond the 15 April 2008 deadline
    given by DOTC to MRTC, it has decided to exercise
    its right under the BLT Agreement to supply the
    additional LRVs. DOTC to decide in the final
    implementation approach for the project.
  • In May 2008 letter of MRTC stated its reservation
    to give consent on the proposed procurement by
    DOTC as well as its reservation on its right of
    first refusal.
  • On 20 May 2008 letter, MRTC discussed why it
    cannot presently procure the LRVs, citing DOTC
    breaches of the BLT Agreement as the cause.
  • To resolve the issue concerning which entity can
    procure the LRVs, MRTC has initiated the Dispute
    Resolution process in the BLT Agreement.
