Title: DISTANCE EDUCATION
1DISTANCE EDUCATION
- The experience of ITU in
- e-learning
- through Internet
2- THE EARLY YEARS TeleProject
- Early CBT and TBT
- Telephone linemodem Distance-assisted
seminars and workshops - (The main difficulties werent technological)
- THE VIRTUAL TRAINING CENTER (VTC)
- Established in 1995
- A consequence of the success of the TeleProject
- Internet platform for all e-learning activities
in ITU/BDT/HRD
3End 1994 Proposal of the concept GTU/GTTI
1995 1997 Refining the concept Round Table,
Feasibility Study
1997 1999 Test Phase (VTC). Start of training
activities
2000 - 2001 Consolidation. New training/education
courses
2002 2004 Institutional development of the
GTU/GTTI
4- THE GLOBAL TELECOM UNIVERSITY TRAINING
INSTITUTE (GTU/GTTI) - The concept was launched at the Buenos Aires
World Telecom Dev. Conference (end 1994) - Focal point for distance-learning using the
platform VTC. - Assists other projects (e.g. Centers of
Excellence) in distance-learning activities
- (TODAY ITU IS FULLY INVOLVED E-LEARNING
- Example ITU World Symposium in Tele-Education,
Manaus, Brazil, 26-29 June 2000 - Internet applications (e-learning, e-) are being
promoted like services and networks.)

courses
2002 2004 Institutional development of the
GTU/GTTI
6- CONCLUSIONS AND RECOMMENDATIONS OF THE
FEASIBILITY STUDY OF THE GTU/GTTI - Objective Self-financed institution (Partners
contributions reasonable tuition fees) - Governed by a Board of Partners
- Target population Managers and Senior
Professionals who can speed up development and
improvement of telecom sector - Start with a continuous education programme
(short courses). An academic accredited programme
can be considered in the future - Conduct a Pilot phase over the VTC platform to
test assumptions of the feasibility study

8- ACHIEVEMENTS OF THE PILOT PHASE
- carried out by the
- VTC
- Selection of platform
- Development of a practical methodology
- Start the continuous education programme
- Delivery of distance learning courses
- Identification of several critical factors which
influence the efficiency of distance learning
courses (previous exposure to this type of
courses, proper access to Internet, course
contents, linguistic problems, etc.)

e-learning John Chambers, CEO, Cisco
Systems The telecom sector can not afford to
miss this new wave. Get involved !
