OBSERVATIONS OF PPMT
  • Arriving not medically and dentally ready
  • Units arriving at MTC with basic tasks and
    requirements not complete
  • Some units conducting collective training pre-mob
    before completing required individual training
    (IWQ AWT Etc.) and SRP
  • Not achieving Contract agreed upon during
    180-day joint training readiness assessment
  • DMDs still not finalized well into
    pre-mobilization training
  • Task Organization was not set early enough to
    build teams/stabilize crews
  • Failure to identify non-deployers early required
    last-minute backfills requiring post-mob SRP
  • Missing equipment and weapon systems required
    training
  • Personnel shortages (passbacks) not arriving
    early enough to complete SRP and pre-mob training
    requirements

OBSERVATIONS OF PPMT
  • Alert Notification less than 365 days in advance
    of Mobilization
  • BCTs lost an average of 59 Soldiers per month
    between Alert and the implementation of Stop Loss
  • Go-to-War staff was not stabilized
  • URF must be identified early for all elements of
    the BCT to receive equipment and training
    resources
  • Pre-Mob training is geographically dispersed
  • Difficult for large units to see themselves due
    to dispersioneffects training management
  • Training resources must be divided between
    locations
  • Units must plan to conduct pre-mob training away
    from Home Station Armories/Reserve Centers
  • Rapid Fielding Initiative (RFI) Plan for
    additional RFI fielding to account for dispersed
    training locations
  • Lack of sufficient equipment (e.g., NODs M4s
    M9s, etc.) to support the formation. Forces RC
    to maneuver resources.
