Introduction
  • The U.S. is a free, democratic and open
    society. Citizens from around the world are
    welcome to visit, study, and do business in our
    country however, following the terrorist attacks
    of September 11, 2001, there have been changes in
    US immigration laws. These changes were made to
    assist our government to better control visitor
    entry and exit.

European Union Immigration Requirements
  • You need a passport in order to enter a the
    European Union (it takes from 3-6 weeks to obtain
    one).
  • If Your visit is 90 days or less, You do not need
    a visa.
  • You must have a valid passport in order to obtain
    a visa.
  • You can apply for visa at Your local consulate.
  • Exchange student needs
  • An official letter of acceptance from the
    university
  • Proof that You have enough money for
    accommodation and living expanses

    photo, confirmation and voucher from travel
    agency and/or hotel in Russia, cover letter from
    travel agency, and processing fee. Business visa
    requires 1 application, 1 photo, cover letter
    from your company, and letter of an official
    invitation from an authorized Russian counterpart
    and visa-processing fee.

    70 biometric fee for electronically capturing
    fingerprints, in addition to the base filing fee.
    USCIS requires applicants and petitioners for
    certain immigration benefits to be fingerprinted
    for the purpose of conducting FBI criminal
    background checks.

    months beyond the applicants intended period of

  • An electronic application form DS-156 completed
    on-line. All F, J and M visa applicants as well
    as all third country nationals fill out three
    forms DS-156, DS-157 and DS-158.

    330 pln, (the equivalent of 100). The
    application fee is not a fee for visa issuance.

Being a Student in the U.S.
  • The student must attend school full-time (12
    credit hours for undergraduates and 9 credit
    hours for graduates) during the school year.
  • Strict limitations are placed on the F-1 and J-1
    students eligibility to work. Working without
    authorization is a deportable offense. F-1 or J-1
    students who are in status may work part-time on
    campus 20 hours a week while school is in session
    and full-time during school holidays.
  • Off-campus work authorization due to unexpected
    financial need. BCIS will take two months or more
    to process the students application. The social
    security number, also needed for employment, may
    take a number of weeks for the social security
    office to process.

    I-94 or Arrival and Departure Record is a small
    white card stapled to one of the pages of your
    passport. This important document indicates how
    long you are permitted to remain in the U.S.
  • Travelers failure to turn in their I-94 when
    they leave the U.S. can create a serious problem
    for them on their next visit to the U.S.

  • In the past year, two-thirds of the PhD-granting
    departments, and almost half of the Masters
    departments, report that they have accepted
    foreign students who were unable to attend
    because of visa difficulties (Table 1).
  • Overall, it appears that about 20 of admitted
    foreign students were at least initially
    prevented from attending in the fall of 2002. The
    highest-ranked PhD departments were least
    affected, but smaller PhD and Masters departments
    experienced a substantial enrollment impact
    (Table 1).

Arising Problem
  • It has been reported in various publications,
    including WENR, that visa denials and delays have
    led some students who had intended to study in
    the United States to enroll in institutions in
    third countries, typically Britain, Australia or
    Canada.
  • The failure of the U.S. to stay competitive in
    higher education will cause serious problems for
    the future economic growth and standard of
    living.
