Reach of Real-Time System Management Information
Program
  • (RTSMIP)

4
SAFETEA-LU, Subtitle B, Section 1201
  • Real-Time System Management Information Program
  • Establish a real-time system management
    information program in all States
  • Capable of monitoring, in real-time, the traffic
and travel conditions of the major highways
  • Capable of sharing real-time information to
address congestion problems and to facilitate
    national regional highway traveler information.
  • As regional ITS architectures are developed /
updated, they will explicitly address real-time
highway transit information needs and the
systems needed to meet such needs.

What is the Interim Guidance?
8
Purpose of the Interim Guidance
  • Interim guidance satisfies a Congressional
    requirement
  • The Department to establish data exchange formats
  • Offers considerations to States and other
stakeholders on how to use the formats
  • Distinguishes the formats from upcoming
    rulemaking on Real-Time System Management
    Information Program

9
Decoupling Exchange Formats from the Program
SAFETEA-Lu 1201
InterimGuidance
NPRM
  • Approach for information sharing and data
    exchange
  • Preliminary technical document
  • User input to refine technical details
  • Proposed characteristics and thresholds for
    information content
  • Regulation to stimulate deployment

10
This Interim Guidance is not a Regulation
  • States and other organizations should consider
the data exchange formats as a good practice
  • There is no regulation for this
  • DOT has to adopt a standard
  • The SAFETEA-LU legislation requires that states
    use the data exchange formats
  • No time frame

11
What are the data exchange formats?
12
Data Exchange Formats
  • (b) Data Exchange Formats - Not later than 2
years after the date of enactment of this Act,
the Secretary shall establish data exchange
formats to ensure that the data provided by
highway and transit monitoring systems, including
statewide incident reporting systems, can readily
    be exchanged across jurisdictional boundaries,
    facilitating nationwide availability of
    information.
  • (C) 2-- States shall incorporate the data
exchange formats established by the Secretary
under subsection (b) to ensure that the data
provided by highway and transit monitoring
systems may readily be exchanged with State and
local governments and may be made available to
    the traveling public

13
readily be exchanged

What is the Federal Register Notice?
17
Purpose
  • Announce the publication of the interim guidance
  • Solicit public comment on the contents of the
    interim guidance
  • Comments must be received on or before February
    12, 2008

18
Questions in the Notice
  • What guidance would facilitate the application of
data exchange formats in your organization?
  • Does the reference document provide adequate
detail on the nature of interoperability to be
attained through application of the data exchange
    formats?

19
Questions in the Notice (2)
  • Does your organization make use of the ATIS-01
    Broadcast Traveler Information Market Package
defined in the National ITS Architecture?
  • What is a reasonable interval between
publications of new versions of the data exchange
    formats?
  • Is there sufficient detail in the Functional
Area/Specification Description? If not, how much
further requirement description would be required?

20
Questions in the Notice (3)
  • Many of the specifications map to messages that
have optional elements. Should there be changes
to the identification of the optional elements,
which would change the nature of the message as
defined by the Standard Development Organization?
  • Does your organization make use of the ITS
Standards that are referenced in the data
    exchange formats?

21
Questions in the Notice (4)
  • Would independent certification or
    self-certification be more effective for
validating the application of the data exchange
    formats?
  • Do the data exchange formats relate to the
    operational practices of your organization?

22
Review
  • Focus is on Agency-to-Agency and
    Agency-to-Traveler communications
  • Decision-quality information for travelers to
    make them more informed about
  • Mode choice
  • Time of departure choice
  • Route choice
  • Future guidance will be shaped by the stakeholder
    comments
