The LDC Fund

• - Created in COP7 (Marrakech Accords) in 2001
• Based on voluntary contributions from Annex 1
• Managed by the GEF
• Initially provided funding to LDCs to do NAPAs
• LDC Expert Group provided guidance on methodology
• Over 40 NAPAs completed and submitted

NAPAs

• National Adaptation Programme of Action
• To identify urgent and immediate adaptation
  actions (i.e. projects)
• To prioritise the most urgent and immediate
  projects for funding their implementation
• So far only few adaptation projects have been
  funded for implementation

Proposal for next steps

• LDCF should be replenished to enable NAPA
  identified adaptation projects to be funded
• This will need 1.5 to 2.0 Billion USD over next 3
  to 5 years
• Funds can be released to LDCs in two tranches

Release of Funds to LDCs

• 1st tranche should allocate 10 Million USD per
  LDC (will need 500 Million USD for all LDCs)
• This will enable the priority projects to be
  implemented (NAPA implementation phase) and
  further capacity building as well as more
  strategic level planning
• 2nd tranche to be released based on national
  plans (allocations per LDC to be worked out
  later)

Advantages of proposal

• Enables each LDC to start implementing their
  priority adaptation projects immediately
• Enables LDCs to build capacity through
  learning-by-doing adaptation projects
• Enables LDCs to move from project mode to
  programmatic and national planning mode
• Fulfils promises made by Annex 1 in Marrakech in
  2001
