and their availability will define future
of universe!High consumption has direct
repercussion on dramatically climatic
changing.Perception about the necessity for
changing of our habits has maturated
-Effective use of energy-lower
consumption-Changing of structure of the
energetic resources and higher participation of
green energy in consumptionWhat can we do?
3Facts SerbiaTotal energy consumption in
Serbia is about 16 M toe/year (million tones of
oil equivalent) Structure of consumption
Coble-52 Oil (Petrol)- 28 Gas 14
Rest-6-46 from the total consumption is spent
on buildings and 70 from that quantity is spent
on residential buildings heating, cooling, i.e.
or1/3 (one third) from the total consumption
(over 5 mtoe)-The estimation is that the
consumption on public lighting is approximately
1,5 ?wh (80 M )/year
4We have to save!The directive of the EU is
decrease of 30 of consumption in the
construction sector.Where is possibility for
saving?The biggest saving is possible in
buildings and in public lightening.How could
local government influence the decrease of
consumption (or spending)?Local governments
could influence decrease of consumption through
investment in decrease of loss in public
buildings, schools, kindergartens, cultural
institutions, health institutions, etc.
5How?1. Usage of modern techniques and
equipments with lower specific energy consumption
2. Replacement of old carpentry (on the
windows) with new one with better isolation 3.
Thermal isolation of buildings (facilities) 4.
Use of more qualitative sources in heating
stations 5. Isolation of pipes for transfer
of warmth 6. Usage of saving bulbs for
lightening
6Financial tools in increase of energy
efficiencyIt could be divided in two
categories central and local, as well as on
commercial and noncommercial. Central ones,
first of all, are State funds and agencies that
approve resources for realization of the EE
projects, as well as the loans, for which could
compete deferent subjects economical subjects,
entrepreneurs, institutions, individuals.Commerc
ial tools came from banks and credit
linesNoncommercial tools take its rise in
deferent funds- EU funds, state funds, local funds

- direct investments in projects of energy
efficiency by Local government- establishment
of the local funds for energy efficiency-
start up of the loans under favorable conditions
8How to establish preconditions for successful
financial tools for energy efficiency?- To
form special organizational units within the
local government departments that will be in
charge to follow up the local energy efficiency
issues/field -Â To educate/train managers in
energy efficiency that would a) produce local
energy budget plan b) implement projects of
energy efficiencyc) measure the effects. -Â To
educate the local population (community) and
consumers on need for rational use of
energy-Â Public marketing on the Policy of
energy efficiency
9Local funds- To establish Fund for increase
of energy efficiency/ investments from the
budget, from donations / resources available from
EU funds, loans.- To introduce and establish
local taxis for polluters -Â Resources from the
Fund should be available to individuals and to
the legal institutions (companies, etc) based on
the principle of the soft loans with grays
period and installments in a long term.
10There would be multieffects -Â Cost-decrease
in the local budgets for the energents
-Â Cost-decrease for energents for
individuals-Â Decrease of the total energy
consumption (spending) and for the need for
building of the new energetic sources.-
Decrease of contamination of air- Healthy
environment - Better future for our children!
