WHY VALUEBILL?
  • In Tandridge DC, Valuebill has provided
    additional impetus to
  • Use the LLPG as a corporate database across the
    authority
  • Enhance the quality, accuracy and consistency of
    data
  • Emphasise our corporate data design
  • and
  • Raised the profile of the authority

7
Status at outset of Project
  • The LLPG was already cross-referenced
  • it was built from all property datasets that
    Tandridge uses
  • TDC were already involved in the cleansing task.
  • Valuebill provided an increased impetus.
  • What was the size of the initial Gazetteer data
    set?
  • With approximately 40 source datasets that we
started with close to 60,000 addresses.
  • 35,000 Domestic Addresses
  • 2,500 Business addresses

8
Process detail
  • Wed already done a lot of de-duplication of
data sets and had considered buying software ,
but then realised we didnt need it as we had
already accomplished what it could do
  • David Bunn Principal Revenues officer
  • local knowledge still plays a significant role
in the handling of our gazetteer work and in some
ways it is a challenge (to find the right people)
    as well as an advantage.
  • Stuart Mitchenall

9
Tasks to carry out
  • Data Matching of UPRN to Valuation Office
    records
  • Liaison with Intelligent addressing
  • Liaison with the Valuation Office
  • Liaison between taxation and planning processes
  • More data cleansing and more

10
Issues
  • Non domestic issues v domestic
  • The ability to hold multiple UPRNs
  • E.g. Historical site cross references
  • Linking our planning, document management and
    taxation software
  • Changing software mid-stream
  • Meeting IEG

11
Advantages
  • Good liaison with local valuation office
  • Enthusiastic and locally knowledgeable local
    staff
  • Good supplier input (from some suppliers)
  • Stability of staff through process

12
Managing change
  • representation to management team
  • LLPG group
  • local in-house news
  • team meetings
  • Valuebill video
  • Publicity to partners
  • Surrey and other partner forums

13
Benefits
  • Tandridge do not have hundreds of untaxed
properties waiting to be discovered (or if we do,
we still have to discover them!)
  • Over a period of time we will realise many
benefits. These will include improved services,
time savings, plus benefits rippling down to
Citizens. But its very hard to disaggregate
this from the general advantages of the
modernising of business processes emanating from
    Valuebill

14
To Conclude
  • Stephen Weigel, Chief Executive at Tandridge DC,
    says.
  • We set high standards in the creation of our
Gazetteer (LLPG) and were pleased to be invited
to join Valuebill. We have been able to provide a
rural perspective from the South East of England
and have shown other councils how to adopt the
automated exchange of information with the VO
using the Unique Property Reference Number
    (UPRN).
