NAVAIR Technology Commercialization Initiative
(NTCI)
  • TEDCO and TPP recognized the compatibility of
    their mutual goals and objectives with the
    proposed NAVAIR Technology Commercialization
    Initiative
  • In Support of This Goal and Objectives, TPP and
    TEDCO Collaborated on a Proposal to NAWCAD to
    Execute the NAVAIR Technology Commercialization
    Initiative (NTCI)
  • On August 30, 2001 NAWCAD awarded the contract
    for the NTCI to TPP and TEDCO

    Technology Transition
  • Funds tied to milestones, may require multiple
    tranches for complex project
  • Limited PCF Funding Reviews Must Balance Budget

  • Proposals May Be Submitted Any Time and Must

  • NTCI Proposal Cover Sheet
  • Commercialization Plan Defining Scope of Work and
    Budget

  • Proposals Are Submitted for NTCI IPT and Peer
    Review
  • No Required Topics, But Technology Must Meet
    Dual-Use Fleet Needs
  • Open Submission Period (No Deadline, But Limited
    PCF Budget)
  • Anticipated 8 Week Review Process
  • Proposals are distributed to IPT Members
    immediately
  • IPT Chair engages outside review when appropriate

IPT Procedures
  • IPT meets monthly (first Tuesday of each month)
  • Reviews proposals received in previous month
  • Review includes results of outside review
  • Reviews project reports from ongoing projects
  • IPT makes recommendations to NTCI Board for final
    approval
  • Recommended for funding
  • Conditionally recommended for funding
  • Recommended for resubmission
  • Not recommended for funding
  • For each proposal reviewed, IPT provides NTCI
    Board
  • Copy of proposal
  • Summary of proposal
  • Summary of review and recommendation
  • Ranking of proposals reviewed for current month

NTCI Board Procedures
  • Board meets monthly
  • Proposed for third week of each month to allow
    two week interval between IPT meeting and Board
    meeting
  • IPT Recommendations to Board members two weeks
    prior
  • Board Reviews IPT Recommendations
  • IPT staff will present each recommendation
  • Board members will review recommendations,
    project overview and project details as
    appropriate
  • Unanimous vote of Board required to approve
    funding from the PCF
  • Board considers policy questions and reviews
    overall status of NTCI activities
