- In accordance with the general objet of this
Workshop, the presentation and the paper focus on
answering -  How ? do we work on Space RD ?
- Rather than  Why ? and  What for ? , or than
describing the technical content of CNES RD

- A well-balanced budget distribution between the
French contribution to ESA RD programs and the
national RD activity - ESA framework (French contribution), ESA
management - Generic technology programs (TRP, GSTP)
- Thematic programs (ARTES, EOEP)
- CNES national framework
- Technological activities preparing projects
(STENTOR, TCS21, PLEIADES) - Multi-annual RD program for Launchers (PPRT-LA)
- Multi-annual RD program for Orbital Systems
(PPRT-SO) - PPRT-LA PPRT-SO two slightly different
processes

- A broad range of RD topics liquid and solid
propulsion, general studies (acoustics, dynamics,

- A specific industrial organization with geo
return rules - Consequently organized into European thematic
work groups (no open call for ideas)

techniques (bus), Microelectronics components - Worked out every three years on the basis of new

plan) - The process endeavors to widely associate the
CNES partners at each stage - RD Orientations elaboration, approval and

ideas August 2002 to March 2003 - Production of  ideasÂ
April to June 2003 - Proposals of RD actions by CNES technical
departments on the basis of the submitted ideas -
Selection of RD portfolios by the RD Steering
Committees (one per RD field)

to October 2003 - Elaboration and decision of the overall RD plan
- Approval by the CNES President (RD Committee)
October to November 2003 - Implementation of the RD program - Release of
the  Blue Book Beginning

selection - Current appraisal of the application of a method
derived from McKinsey s method to the selection
of an RD portfolio - Based on the analysis of both asset criteria
(CNES assets) and opportunity criteria
(opportunity of the RD action) to compare
several RD actions to each other, to help to
select an RD portfolio

space RD (1/2)
- A French space RD managers club
for better national
exchanges on RD - A real demand for further discussing many topics
among which - Long-term development scenario of missions and
technologies - Key technologies identification (ITAR aspects...)
- RD orientations, demonstrators, technological
projects - Assessment of new technological prospects and
technological survey - And also administrative rules regulations,
improvement of methods and criteria for RD
assessment - Not a decision-making authority but a forum for
reflection, exchanging ideas, elaboration of
plans of action - First meeting in the next few weeks
12Towards a more and more fruitful European
space RD (2/2)
- Proposal for a European space RD permanent
working group for improved RD exchanges - To make up for the lack of a European structure
of regular meetings that would permit more
intensive exchanges about many RD subjects,
particularly the upstream parts of space RD - Possible topics of interest
- Vision of long-term scenario of missions and
technologies - Identification of key technologies, assessment of
new technological prospects and technological
survey - Better practices for RD portfolio selection and
RD assessment... - To gather together the European space RD
managers - Formal framework to be defined (IPC working
group, ESA advisory committee)
