Zones Ukraine - Technopark
5
Latvia
  • Moving from an industrial base to a knowledge
    based economy
  • Clustering works but only if everyone shares the
    vision
  • The forestry and IS clusters had this, two others
    did not
  • Relatively weak links in the connections between
    Industry and Universities.

6
Armenia
  • Example of a single case
  • Difficult to generalise but this one works
  • Very defined target area and a well defined
    research approach

7
Turkey
  • Technology Development Zones
  • Provides an excellent way of combining academic
    expertise with industry
  • Supports incubators for very small companies
    associated with TDZ
  • Specific tax incentives, but only to a small
    percentage of the community

8
Ukraine
  • Paton Electric Welding Institute
  • Technopark developed for specific and controlled
range of developments relevant to the main goals
    of the founding institute
  • Highly developed links with large scale
industrial concerns from around the world
  • Friendly environment for similar developments

9
Common Points
  • In general there is a problem with the
    relationship between universities and industry
  • In some cases little is known of the expertise
    base in universities
  • Universities are in general still focussed on
traditional academic objectives, not on support
    for the economy

10
Orchestra Model
  • The full set model rather than the single
    instrument.
  • Support for innovation is really support for the
    entrepreneur or innovator
  • individual
  • group
  • company

11
Innovation in universities
  • Do students receive training and education in
    innovation
  • Are the subjects and the methods of teaching
relevant to the demands of industry and society
    today
  • Incentives for staff and students

12
Clusters
  • These essentially look backwards
  • They are a means to and end, defining the current
    position and focussing current plans
  • Need other means of finding ways forward for
    example technology foresight planning

13
University or Industry
  • Universities feel they have the monopoly on
    research
  • Industry feels it has the monopoly on innovation
  • The truth is that we both have a responsibility
to both research and to innovate
