What is said about FISAs training program
FISA Service Evaluation, March 2004 as audited
by Grant Thornton,
FISA has developed excellent course material
established a network of trainers that can
deliver training almost anywhere in the province
training has been well received
70 of trainees interviewed report they have
changed their workplace behaviour after receiving
training from FISA
training funded by FISA has touched over 10,000
individuals in the industry
this is an important amount of training
significant achievement

WSCA working with a sectoral association
Western Silviculture Contractors Association
silviculture sector as represented by an
organized association of contractors plus workers
representation. 2 of 20 voting members on FISA
Board
representation
specific to the sector, and some as shared with
other sectors industries
needs
different perspective than harvesting
sector different needs than other
industries different methods from other industries
culture
input monitoring
through an industry advisory committee working
with FISA staff
Forest Industry Safety Association

Needs Analysis Methodology
developing criteria and establishing rfp
review scientific literature
extract statistics on accident and injury types
find examples from other jurisdictions
conduct interviews with company owners and
supervisors

Initial Implementation Stages
conduct needs analysis
key issues identified

Key Issues
off-highway driving
significant accidents to and from work
sites partially shared with harvesting sector
significant accidents using ATV ATV is workhorse
of silviculture sector ATV often used beyond
normal limits
ATV driving
more proactive approach - prevention MSI
recognition and mitigation major injury
source wellness of workers nutrition, exercise,
etc.
FA attendant
not occupational based use for procuring
firewood, removing fallen trees, etc. company
operating procedures authorized use
chainsaw skills
wildlife interaction
conflicting information about what to do requires
more study as to who has right
information identification, prevention,
intervention
lack of safety programs lack of awareness of need
to address safety issues
leadership

forest industry

Example Material Development Methodologies
adopt an existing solution adapt an existing
approach to silviculture develop a new approach
choice of method
vast selection of courses none found which
include realities of silviculutre use adapt by
including supplementary materials
ATV driving
more proactive approach - prevention MSI
recognition and mitigation wellness of workers
nutrition, exercise, etc. develop a new course
for FA attendants
FA attendant
adopt an existing course which addresses
issues supplement with train the supervisor
course prepare additional guideline sheets
chainsaw skills
due diligence, developing safety programs, hazard
recognition, risk assessment, safety
inspections available WorkSafe series of
courses silviculture modules need to be developed
leadership
Forest Industry Safety Association

forest industry
14
Example course development
ATV safety for silviculture workers
continuing input of a silviculture advisory
committee
DACUM process used
focus group of best practices drivers/supervisors
develop list of tasks required to do job
identify knowledge and skills required for tasks
choose delivery mechanism with industry input
develop course, guidebook, video, etc. materials
provide pilot course and material assessment
promote deliver course
Forest Industry Safety Association
helping build a professional, safe, healthy
forest industry
15
Example cooperative program
Exercise Diet changes for Silviculture workers
industry requested assistance
Dr. Delia Roberts researched whether exercise
plus nutrition changes positively affect
treeplanters
results showed 40 less injuries and 20
production increase
done with assistance of Weyerhaeuser
FISA funds production of videos, booklets, web
site
FISA Weyerhaeuser monitor results of
implementation

Safety Program Review
six pilots completed successfully to date two
in silviculture
the process
company requests assistance with review or
development
safety consultant does review determines
compliance
consultant provides company with report for
action if required
consultant reports to FISA that review is complete
FISA offers to re-review if not in compliance
company pays 50 of direct cost of review
company does not pay for re-review if in
compliance
Forest Industry Safety Association
helping build a professional, safe, healthy
forest industry

Safety Program Review
the advantages
an interactive, company specific program
can see immediate leading indicator results
can select and deliver company specific training
program
involves both management and workers
can impact safety operations specific to the
company
provides baseline sampling to determine
