Riparian water rights

• Owner of land bordering a stream or lake has
  right to take water for reasonable use on land
• Reasonable WRT requirements of other riparians.
• Determination of reasonable use up to the courts
• Right to use water
• exists because of relation of land to water
• First user has no priority over later users
• Rights of upstream and downstream users are
  coequal
• Transfer of rights by market system is severely
  hampered
