2NGA and GEOINT - Converging Capabilities for
Homeland Security -
John Goolgasian Director Office of Americas
3NGA Mission Provide Timely, Relevant, and
Accurate GEOINT in support of National Security
Definition The exploitation and analysis of
imagery and geospatial information to describe,
assess, and visually depict physical features and
geographically referenced activities on the
Earth. GEOINT consists of imagery, imagery
intelligence, and geospatial information.
4What is GEOINT and Why is it Important? GEOINT
is composed of information layers, which answer
such questions as
- Where am I?
- Where are the friendlies?
- Where are the enemies?
- When might they move?
- Where are the non-combatants?
- Where are the obstacles, natural or man-made, and
how do I navigate among them? - What is the environment?
- What does it mean?
- What is the impact?

17Hurricane Katrina
18NGA has supported the federal emergency response
community since Hurricane Andrew in 1992. Over
the past decade, NGA disaster support has grown
into a multi-faceted, timely, relevant, and
accurate geospatial intelligence (GEOINT) tool
for national decision makers and first
responders. The relationship with FEMA has
continued to grow and was formalized through a
joint agency MOU in 2002.
19While deployed, NGA/P analysts create tailored
GEOINT in the field to support FEMA efforts
20Sunday, August 28 As the hurricane gains strength
in the Gulf of Mexico, thousands flee the coast
and New Orleans is ordered to evacuate. FEMA
uses the key infrastructure graphics to pre-stage
resources before landfall and plan for the
post-landfall response.

30 As the extent and scope of damage is realized,
operations transition from response to recovery.
NGA exploits all GEOINT to provide in-depth
analysis from initial damage assessments to
federal, state, and local governments.
