3SMALL BUSINESSES FUEL THE ECONOMY
- Americas 25.5 million small businesses generate
more than half of the nations gross domestic
product create 80 percent of all the net new
jobs in the United States and employ 52 percent
of the private sector work force. - The entrepreneurial spirit burns brightly as
the creativity and productivity of Americas
small businesses make our Nations business
community the envy of the world. - -- President Bill Clinton (January 2000)
- The Department is committed to fully engaging
small businesses in DOEs core missions and
programs. We are proud to provide 3 billion in
contracting opportunities to small businesses,
but I want to see the Department do more. - I want to see more contracts set-aside for
small business, including more contracting with
small disadvantaged, women-owned and HUBZone
firms. Im a firm believer in the need to get
small businesses increasingly involved in the
scientific and technical work that propels the
U.S. Energy Department through its missions.
Small businesses have the talent and capabilities

4SMALL BUSINESS ACT (P.L. 95-507)
- Since small business growth is vital to the U.S.
economy, this law - requires Federal agencies to provide small
businesses with the - maximum practicable opportunity to participate in
contract awards. - Mandates Federal government-wide goal of 23
small business prime contracting - Requires agencies to establish goals for small
business prime and subcontracting participation - Including goals for 8(a) and small disadvantaged,
women-owned, HUBZone, and disabled-veteran-owned
businesses.
5PARTNERING WITH SMALL BUSINESS
- DOE plays a key role in helping small businesses
succeed in scientific, technical, and
energy-related fields. - Likewise, the Department benefits from the
creativity and innovations of small business.
6ESTABLISHING FY2000 and FY2001 GOALS
- Recent actions will have a long-term impact on
- the Departments Small Business Goals
- In November 1999, OMB/OFPP modified DOEs 9-year
method of reporting prime goals, effective
FY2000. - No longer count MO subcontracts toward prime
achievements - Changes the number of prime contract
opportunities from 17 in FY1999 to 3 in FY2000
7CHANGE IN REPORTING FORMAT
- SBA assigned DOE prime contract challenge goal of
5 (757 million) in FY2000, in an effort to meet
23 government-wide goal.

- Strategy for maximizing small business
utilization and strengthening - the Departments small business program.
- Established FY2000 goal of 3.3 billion in small
business contracts (includes subcontracting and
SBAs 5 prime goal - 757 million) - Strengthen monitoring and accountability of
Departmental small business goals, small business
functions, and outreach. - Enhancing Program, Field Office and Contractor
Small Business Functions.

- Established DOE Small Business Committee - a
cross-cutting, senior level working group charged
with monitoring implementation of SB improvements
Department-wide. - Procurement Tools and Guidance. The office of
Procurement will issue guidance identifying
techniques to maximize SB participation in the
award of both DOE prime contracts and management
and operating contract subcontracts. - Outreach to Small Business. Includes the annual
DOE-wide small business conference and other
regional meetings throughout the country.

- Enhance Small Business Prime Contracting to meet
SBA assigned goal - Continue to promote subcontracting at a base
level of 46 percent, established 4/2000 - Achieve Secretarys combined small business prime
and subcontracting goal of 3.3 billion - Highlight DOEs total small business commitment

- Make every effort to award remaining FY00
subcontract obligations to small businesses,

including Women-owned small business, Small and
Disadvantaged Business, 8(A) pilot, and HUBZone
subcontracting goals. - Begin to identify small business opportunities in
FY01-02 - Communicate with senior managers the priority we
are giving to small business subcontracting.

Institute Annual Small Business Report to the
Energy Secretary 1. Will provide a strategy and
framework for achieving and increasing the
Departments small business contracting goals and
to set incremental goals over a three-year
period. 2. Includes small business plans from
all departmental elements detailing small
business prime and subcontract performance. 3.
The Plans are designed to encourage all DOE
elements to incorporate small business
participation early in the acquisition and
program planning process.
