2Introduction
- Youth is not an agenda item, but major
stakeholders in any development process in
reality, the proof of sustainability. The WTDC
process is commended - In the last few years, a lot of work has been
done around the subject of Youth and ICTs. Youth
have demonstrated great dynamism and will to
promote ICT as a tool for the development of
their society - Several recommendations and concrete actions
have come out of this process. We support action,
and are willing to partner with relevant
stakeholders in delivering the promises that are
proceeding from this PrepWorkshop - African Region Youth Preparatory Workshop for the
WTDC 06 seeks to bring dynamism to earlier
efforts and give energy to new ideas

- Youth recommend
- Support for youth-led and youth-friendly ICT
initiatives on the continent - Strong participation of youth in the formulation
and implementation of the Doha Plan of Action
(2007 - 2010) by ensuring that youth
participation is assured for the World
Telecommunications Development Conference (WTDC)
06 agenda - Increased participation of youth and youth-led
organizations in ITUs regional and global
activities

- The youth recommend that the RPM should propose
- That a working group of WTDC 06 Plenary be set
up to examine issues relating to the youth and
youth-led organizations - That the WTDC 06 agenda should be amended to
include issues relating to the youth - The working group of the plenary should determine
actions for - Greater youth contributions to the formulation
and implementation of the Doha Plan of Action
(2007-2010) - Increasing the participation of youth members
and youth-led organizations in ITUs regional and
global activities through involvement in
preparatory activities at national and regional
levels and on country delegation membership - The group should make recommendations to ensure
that the Doha Plan of Action (2007-2010) meet the
youth need and concerns

- Youth Office in Ministry in charge of ICTs
- Policy and Regulatory issues
- Government to honour curriculum committment
- Zero rating tax on computers
- Specific budgetary allocations

6Conclusion
We, the youth, are aware and appreciate the
opportunity offered to us to participate in the
Africa Regional Preparatory Meeting. We have been
able to comprehensively explore the challenges
and opportunities facing us and are now in a
position to better define our role in the process
leading up to WTDC 06 and beyondThrough this
process, we hope to convince government organs
and corporate entities at various levels to
integrate in their work, programmes aimed at
developing the capacity of youth to make use of
ICT tools more effectively towards meeting the
developmental needs of their communities. Developm
ent is a continuous and dynamic process, and as
such, it is a process that cannot ignore youth.
All sectors of society must be included in order
to build an Africa that works and is open to the
world at large, where we can continuously build
on our strengths. Conscious of all that we have
said, we commit to action and partnerships
