2Regions Key Characteristics
- The total population of the 10 ASEAN member
countries is about 550 million of people. - The total GDP of the ASEAN region is about US2.1
trillion. Per capita GDP (PPP) ranged from a low
US 1,600 (Cambodia) to a very high US 25,000
(Singapore). - Total electricity consumption amounted to about
350 billion kWh per annum. - The electrification rate ranges from a full level
(100 percent) for Brunei and Singapore to a very
low level of 10 percent for Myanmar.
3A Self-Sustained Regional Market
- Based on statistical information and expert
interviews - Total ballast consumption in the region is about
80-90 million units per annum. - There are more than 60 ballast manufacturers,
i.e. brands, in the region capable of
manufacturing over 70 million units per annum. - Current major manufacturing bases are in
Indonesia, Malaysia and Thailand. - ASEAN imports approximately 20 million units and
exports approximately 15 million units.

6Ballast Market Information
- Ballast Losses
- Standard Magnetic Ballast 9-10 watts
- Low Loss Magnetic Ballast 6 watts
- Electronic Ballast 2-4 watts
- Market Share
- Standard Magnetic Ballast 90
- Low Loss Magnetic Ballast 8-10
- Electronic Ballast 1-2
7Annual Regional Losses
- The annual ballast consumption figure
contributions to huge energy losses in the ASEAN
region. - Standard Magnetic Ballast 600 MW
- Low Loss Magnetic Ballast 45 MW
- Electronic Ballast 6 MW
- If all new ballasts are low loss models, about
200 MW generating capacity can be avoided every
year.
8Aligned Testing Standards
- All Safety and Performance Testing Standards in
ASEAN member countries follow IEC. - IEC 60920/60921 Magnetic Ballast
- IEC 60928/60929 Electronic Ballast
- There are at least 6 accredited testing
facilities capable of conducting performance
testing for fluorescent lamp ballasts in the
region. - There are also a number of manufacturers testing
facilities but most of them are unlikely to be
accredited.
9Magnetic Ballast Test Standards
10Electronic Ballast Test Standards
11Unconnected SL Programs in the Region
- There are 7 SL Programs related to lighting and
ballast in 3 countries - MEPS for magnetic ballasts in Malaysia
(mandatory) - Mandatory Energy Label and MEPS for magnetic
ballasts in Philippines (mandatory) - Green Label for magnetic and electronic ballasts
in Thailand (voluntary) - No. 5 Label for magnetic ballasts in Thailand
(voluntary) - Proposed MEPS for magnetic and electronic
ballasts in Thailand (mandatory)
