Title: WCP

1
WCP its coordination, incl. the Report of
the President of CClto EC LVIAgenda item 4.1
2
CCL Projects (Data Monitoring)
  • Guidelines (climate observation networks and
    systems on Metadata and Homogenisation)
  • Climate Alert System
  • Climate Monitoring
  • DARE
  • CDMS

3
Guidelines
  • Guidelines on Climate Observation Networks and
    Systems
  • Guidelines on Metadata Homogenisation

4
Climate Alert System
  • CCl Expert Team formed to Develop Guidance on
    Climate Watches
  • Developed TOR, Work Plan, outline and schedule of
    Guidelines
  • NMSs retain exclusive responsibility for
    issuances

5
Climate analysis and monitoring techniques
  • CCl/CLIVAR ET on Climate Change Detection,
    Monitoring and Indices
  • provide guidance for NMSs
  • software to calculate indices
  • participation in training workshops
  • use of results in the WMO's climate system
    monitoring programme
  • Workshops planned in R As I, II, III, IV and VI

6
Climate system monitoring
  • Collaboration with NOAA National Climatic Data
    Centre (NCDC)
  • Produce global climate review published in the
June 2004 issue of the Bulletin of the American
Meteorological Society and planned to be enhanced
    and published by WMO
  • Expanded participation of international authors
  • Analysis tools that characterize extremes and
    trends in near-term climatic events
  • Used in the Statement on the Status of the Global
    Climate 2003

7
Data Rescue (DARE), digitization data exchange
  • Accelerated DARE support provided through
    coordinated installations, workshops and training
  • projects (USA) in 7 African countries, 14 African
    countries (France), Viet Nam (USA),
    SIDS-Caribbean project (Finland)
  • equipment training soon in 13 countries in
    Central Africa (Belgium)
  • national DARE projects resulted from workshops
conducted in all regions in 2003
  • Extra budgetary funding needed

8
Climate Database Management Systems (CDMS)
  • Accelerated transition from CLICOM to CDMSs
  • 16 CDMSs installed, 21 planned in 2004 30 more
    requests
  • Contributions through SIDS-Caribbean project,
AGRHYMET and ACMAD for several CDMSs in RAs I and
    IV
  • Support by Czech Republic, France, Russian
Federation and Zimbabwe for systems in RAs I, II,
    and VI
  • VCP and other extra budgetary resources needed

9
Projects (Applications Services)
  • CLIPSCLIMATE AND HUMAN HEALTHUBCRENEWABLE
    ENERGY

10
CLIPS
  • Continued effort to develop the CLIPS Focal Point
    Network
  • Capacity building through regional workshops
  • Plans under way for workshops in RAs II and III
  • Further development of CLIPS Training Curriculum
    and web site
  • Focal Point annual reports

11
CLIPS Links with other Programmes
  • Major potential benefits gained through links
between CLIPS and other research Institutions
and programmes such as IRI, CLIVAR, and
    regional institutions
  • CLIPS has continued to support activities on
    downscaling prediction products
  • CLIPS has continued to collaborate with other WMO
    Programmes

12
Regional Climate Outlook Forums (RCOFS)
  • Appreciable development of the RCOFs
  • Play important role in building capacity of
    climate experts and information users
  • There is significant growth in understanding the
links between climate system and socio-economic
    activities
  • Need for support of continued RCOFs activities

13
Regional Climate Centres
  • CCl ad-hoc Expert Team convened in Nov.-03 to
develop Guidelines for use by Regional
    Associations in describing requirements and
    procedures for implementing RCCs

14
Climate Applications
  • Climate and Human Health
  • CCl OPAGs met in Freiburg, Germany last APRIL to
develop Guidelines on HHWS and a booklet on Heat
    Waves
  • On-going collaboration between WMO and other
    agencies Climate and health activities
  • Efforts being made to evaluate the status and
lessons learned from Rome, Italy and Shanghai,
    China Projects

15
Climate ApplicationsBooklet on HW
  • 1 Climatological Concept of heat waves
  • 2 Occurrence - Where is it most common?
  • 3 Socio-economic impacts of heat waves
  • 4 Factors leading to the occurrence of heat
    waves.
  • 5 Biometeoroly
  • 6 Is it possible to predict occurence of heat
    waves?
  • 7 How hard have heat waves hit?
  • 8 WMO past initiatives
  • 9  Who are the actors?
  • 10 MitigatIion of impacts

16
Climate Applications (Cont.)
  • Climate Services for Energy
  • Support activities that promote development of
renewable energy resources for efficient use of
    energy
  • CCl tasked ETs to revise outdated WMO
  • Technical Notes Urban and Building
    Climatology
  • Emphasis is on activities that address
environmental issues related to mega-cities and
    urban areas
  • CCl through its relevant ETs to develop
collaboration with related activities of other
    Commissions
  • Syllabus for specialised training on Renewable
    Energy

17
Lesser Successes
  • Organization of database on phenology
  • Implementation of Heat Wave Warning System for
    Olympic Games I in Athens
