  from bottom up
• Process of aggregation at top
• Timeliness and completeness of returns going in
  aggregation
• For nationally representative figure ?
  authentic source
• whether that figure is this reported aggregation
  as such or with adjustment
• If the figure is sample estimate
• Whether it is point estimate or adjusted
  interval estimate
• If proxy data, its definition and limitation

Regional Issues and Challenges including those
for MDG indicators

• Statistically sound Indirect methods for
  estimating indicator value from often time
  scattered, incomplete, unbalanced data set at
  national level
• In absence of any data
• whether to Impute value from neighbouring
  countries ?
• Whether to guesstimate it ? in consultation with
  country
• Consensus on use of Methodology for computing a
  single value of the indicator over a group of
  countries, that is Regional average
• Availability of the software tool and method for
  computing uncertainty interval of indicator
  value
• Whether to use proxy data for some of the MDG
  indicators for which required data called for is
  not available
