Characteristics
  • Multi-sectoral cross-cutting nature
  • Very dynamic development in terms of new
    innovations, new applications, new products and
    rate of obsolence
  • Commercially driven rapid growth and decay is
    mostly driven by commercial forces. The
    development is pulled by commercial realities
    competition, customer tastes, preferences etc,
    and not pushed by beaurocrats
  • Prominent role of the Private Sector
  • Government Policy to facilitate.

Government Policy
  • Separate Policy formulation, Regulatory functions
    and Commercial activities
  • Disengage completely from Commercial activities
    through privatisation and creation of Executive
    Agencies
  • Arms length involvement in Regulation by
    creating Multi-sectoral Regulatory Authorities
    based on the principles of Independence,
    Transparency, Accountability and Professionalism
  • Retain Policy making function with involvement of
    stakeholders.

The Commission (NICTCOM)
  • Functions advisory, regulatory, academic,
    monitoring, policy initiation
  • Funding? Govt budget? Donors? issues of
    sustainability beyond initial support
  • Relation with Govt A Govt Institution? A
    quasi-Govt institution? Another parastatal? Or
    Project?
  • Relation with Regulatory Authority another
    layer?
  • Dynamics of ICT could it cope? Or brake?

My Proposal
  • In my humble opinion we do not need a Commission
    in the form of proposed NICTCOM to catalyse ICT
    development in Tanzania
  • We only need
  • Good Policies
  • Effective Regulation and
  • Voluntary Stakeholders Forum.
  • Instead of pushing we should create environment
    for market forces to pull ICT development in
    Tanzania.

Good Policies
  • Facilitating rather than constraining ICT
    development through private and public sector
    initiative
  • Initiated by Stakeholders through their Forum
  • Formulated by Govt in consultation with
    Stakeholders a dept in responsible Ministry
    could do (say MOCT)
  • Enforced by Regulation through Regulatory
    Authority
  • Vehicle Already exist
  • Funding Existing - Govt budget.

Effective Regulation
  • Economic Regulation licensing, tariffs etc.
  • Quality of Service Standards
  • Open Access requirements for natural monopolies
  • Dispute resolution through an open and
    transparent mechanism
  • Vehicle Establishment process underway
  • Funding Self-financing through fees and rents
    after initial 2-year Govt budgetary support.

Stakeholders Forum
  • Voluntary established by Stakeholders
    themselves
  • Membership open for all Stakeholders who has
    direct interest commercial or otherwise
  • Initiate policy and lobby Govt whenever
    necessary
  • Participate in regulating the Regulators
    behaviour and conduct through Consumer
    Consultative Council, Nomination Committee,
    Appeals mechanism, Public hearings, Public
    Register, Budget and Audit review
  • Funding Voluntary contributions, donations etc.

Conclusion
  • For meaningful and sustainable ICT development in
    Tanzania, we only need three things
  • Good policies
  • Effective regulation and
  • Vibrant Voluntary Stakeholders Forum.
  • Private sector initiative should be allowed and
    encouraged to lead the way
  • Too much theory, too much regulation and too much
    Govt intervention will not help faster ICT
    development.
