  • The SWAP program emerged from the 1996 Safe
    Drinking Water Act Section 1453 requirements.
  • EPA delegated the authority to implement the
    program and develop risk assessments for
    watersheds.
  • BLM is obligated to comply with all applicable
    State and Federal laws and regulations.

SDWA and CWA
  • BLMs Application for Permit to Drill (APD)
    Process to mitigate impacts.
  • The primary mechanism to control nonpoint source
    pollution for BLM to comply with the CWA is Best
    Management Practices (BMP).
  • BMPs are identified in offices Land Use Plan,
    NEPA documents, Conditions of Approval, lease
    stipulations, and guidance in the Gold Book.
