• 4. According to the current Law of the Republic
  of Uzbekistan About Water and Water Consumption
  (1993) all farmers and dekhkans farms are
  secondary water users. State departments of water
  resources are not obliged to deliver water to
  secondary water users as no funds are allocated
  from the State Budget for such purposes. All
  these circumstances force secondary water users
  to unite into one organization and jointly
  operate irrigation and drainage infrastructure.
• Therefore, the Ministry of Agriculture and Water
  Resources has recommended to unite secondary
  water users into Water Users Associations (WUA),
  which activity is acknowledged in many countries
  of the world.

  established on a voluntary basis. Rise in number
  of established WUAs and growing need in services
  rendered by organizations like WUA have led to a

  irrigation and drainage systems.

• Water Users Association is an absolutely new
  organization in the Republic of Uzbekistan, which
  development is a long-term process requiring
  sufficient support and efforts to be taken by the
  government and local authorities. Restructuring
  of agricultural economy will increase
  profitability of agricultural enterprises, which
  is the most significant support to be rendered to
  WUAs. Profitability of farming by WUA members is
  the only good reason for WUA becoming a
  self-funding organization.
