4Paint QA History Background
- Almost all striping is done by INDOT employees.
- Paint Quality Assurance Procedures were first
developed in 1999. - At least three road segments from each district
are evaluated annually. - All edgeline crews and centerline crews are
evaluated and all evaluations are conducted by
two Central Office employees. - No evaluations were conducted in 2005 due to an
agency reorganization. - Only waterborne paint markings are evaluated.

6Paint QA Evaluation Procedures
- Equipment consists of a construction sign detail
with two truck-mounted attenuators, a hand-held
reflectometer, and a magnifying glass. - A roadway is selected for evaluation from a list
of roads painted within the last thirty days. - Measurements are taken for one mile of the
roadway. - Edgelines, centerlines, and skip lines are
evaluated.

- Consistency in the overall quality of striping
statewide increased. - Disparity between districts in striping quality
decreased. - QA measurements allow INDOT to determine
compliance with state and federal standards. - Lower performing districts have an incentive to

striping characteristics is obtained.

employees. - Sign Quality Assurance Procedures were first
developed in 2001 - 30 panel signs are evaluated, 5 from each
district - 310 sheet signs are evaluated, 10 from each
sub-district - All sign crews are evaluated and all evaluations
are conducted by two Central Office employees. - No evaluations were conducted in 2005 due to an
agency reogranization.

19Sign QA Evaluation Procedures
- Equipment consists of a laser-level mounted on a
camera tripod, measuring tape, inclinometer, sign
crew, and usually a safety crew with one or two
truck-mounted attenuators. - Roads are selected at random, although a
preference is given to low ADT roads with wide
shoulders. - Five panel signs are evaluated per panel sign QA,
and ten sheet signs are evaluated per sheet sign
QA. Every other sign on the road is evaluated so
that the QA covers a greater distance.
