How are we reaching out to our Communities?
  • Mapping of the communities within our Division,
    assisting us to identify where we need to focus
    our attention, with particular focus on
    highlighting our hidden communities.
  • Diverse PACT/forums under each strand of
    Diversity.
  • Representatives from each strand on the
    Independent Advisory Group. Pennine have a
    Divisional IAG and a youth IAG.
  • Monthly surgeries in local supermarkets to
    encourage reporting of crime and improve the
    interaction.
  • A series of lessons within schools under the
    Citizenship programme.
  • Monthly question and answer sessions at secondary
    schools.
  • Older persons booklet outlining local services,
    community groups, meeting times etc.
  • BME older persons CD outlining local services,
    community groups etc.
  • Hear to help CD
  • PIECE project is a series of interactive
    workshops with adults with learning disabilities.

  • Taxi forums a forum allowing an interaction
    with local taxi companies, police and
    enforcement officers.
  • Discussion groups with college students
    addressing local and national issues encouraging
    open debate.
  • Mosque forums each borough area has a well
    attended monthly meeting allowing police and
    mosque leaders to discuss local and national
    issues, promoting information sharing.
  • Tackling extremism numerous ongoing
    projects in respect of this issue including a
    play, table top exercise, multi agency
    presentations, open forums, lessons with a Ghosia
    girls school.
  • Women 2Gether groups promoting positive
    contribution from the female sectors of the BME
    community.
  • Information and education package for
    teachers with regards to homophobia and to assist
    with increased 3rd party reporting.

Background
  • Since Accession of 8 new European nations in
    2004, there has been a notable influx of new
    residents in Lancashire.
  • New residents from Eastern European states pose
    questions of service delivery for public services
    and local communities.
  • Concern from statutory agencies that alienation
    and a lack of understanding of local services and
    responsibilities could potentially cause
    localised cohesion, safety and delivery issues.
  • Noticeable lack of crime reporting to police

The Welcome Booklet
  • Available in Polish, Lithuanian and Czech (based
    on intelligence from National Insurance / Worker
    Registration Data). English version also
    available.
  • A signposting document that covers topics such
    as Employment, Housing, Police and Emergency
    Services, Health, Local Services and Education.
  • Available in paper and electronic form via
    partner websites.

Migrant worker communities
  • Home office figures state 750,000 in UK but
    believed far more
  • Work tends to be low paid, factory based such as
    process operatives, packers, food possessing,
    labourer, hospitality, cleaning and kitchen or
    catering.
  • Most accommodation tends to be rented in cheaper,
    lower class areas
  • Around twice as many males than females, but
    Oct-Dec 06 figures show mainly equal numbers.
  • Majority aged between 18-34yrs.
  • Initially was single young males, now families
    being brought over and many having children here.
  • Parasol established Polish Support/social group
    in Accrington. Plans ongoing for similar groups
    in Burnley Pendle.

    incidents/intelligence
  • Surgeries by HCDU in places of work, churches,
    ESOL classes.
  • Mapping of places of work and residence.
  • Accredited Landlord Scheme.
  • Publication of lists of Catholic churches
  • Migrant worker Community Contacts
  • Third party reporting schemes established with
    employers.
  • Text and E-mail facilities to contact HCDU
    directly in any language.
  • Translated contact details for police distributed
    via wage slips at places of employment.

Next Steps
  • Research with migrant workers in East Lancashire
    through face-to-face interviews, looking at their
    lives in East Lancashire, what problems they
    encounter and their future plans
  • Approach a number of contacts within the Migrant
    worker communities and set up a community led
    group to help existing and new workers within
    Pennine.
  • Basic language lessons in Polish for Police and
    other agencies
  • Appointment of jointly police/Local Authority
    funded Migrant Worker outreach worker
